This is a public information film, distributed by the United States governmental department which oversees the nations health, and it is intended to inform the American public about heroin usage, and it's side-effects. Whilst it does give a decent insight into the drug itself, please do bear in mind that it has been released by a governmental dept, whilst other departments continue to be implicated in the drug's distribution. Some South American countries have banned the US Drug Enforcement Administration (DEA) from anti-drug operations on their territory, due to suspicions that they were actually working with the drug cartels to distribute cocaine, cannabis, heroin, etc, and were fuelling corruption locally. This has forced a group of prominent voices from South American nations, including former presidents, to pen the Latin American Commission on Drugs and Democracy report, which recognises that the west has lost it's war on drugs, and recommends decriminalisation. |
