According to the UNHCR, there were 15.2 million refugees, and people in refugee-like situations around the globe as of January the 1st 2010. This includes 10.4 million who fell under UNHCR’s responsibility and 4.8 million Palestinian refugees under UNRWA’s mandate, all of whom are registered as refugees in either Jordan, Syria, Lebanon or Palestine (The West Bank and Gaza Strip). All other Palestinian refugees who are situated in other countries, are included in the UNHCR figures.

UNHCR definition of 'Refugee': Persons recognized as refugees under the 1951 UN Convention/1967 Protocol, the 1969 OAU Convention, in accordance with the UNHCR Statute, persons granted a complementary form of protection and those granted temporary protection. In the absence of Government figures, UNHCR has estimated the refugee population in 24 industrialized countries based on 10 years of individual refugee recognition.
UNHCR definition of 'People In Refugee-Like Situation': This category is descriptive in nature and includes groups of persons who are outside their country or territory of origin and who face protection risks similar to those of refugees, but for whom refugee status has, for practical or other reasons, not been ascertained.

[2] "UNRWA In Figures - As Of 1st January 2010" [PDF] - United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNHCR). We have added the total of Palestinian refugees, to the overall totals for Jordan, Syria, Lebanon and Palestine, the only countries which UNRWA lists.
*NOTE The Palestinian refugees are being cared for by the UNRWA, so their numbers will not show up in the 'Assisted by UNHCR' column, as the UNHCR does not deal with Palestinian refugees in the Near East.
